i have 2 endorsements, which is the requirement, yet i still cannot vote to bring a proposal to the UN. HELP ME!

Two endorsements does not guarentee that you can endorse a proposal, only that you can submit one.
To endorse a proposal, you must become a delegate.
To become a delegate you must obtain the most ednorsements in your region and wait for the update in the morning.
As soon as that happens you will be spammed with "plz embdors my perposul" telegrams and you know that you're delegate and can endorse proposals.
