If a founder of a region 'dies' but has disabled the UN Delegate access to the Regional Control Panel, would the Mods allow the Delegate access?

As far as I know, if a Founder dies, Delegate access to Regional Control would be automatically enabled, and would be incapable of being disabled. Though having not messed with regional controls for a while, I am not absolutely certain.

I believe that Tactical Grace is correct. Additionally, this is programmed into the game code; Game Moderators have no control over this except to appoint new Founders.
