I believe that that would be right.
The mod's used to change nation names, but it cuases problems by the boat load. It's faster and better to just make a new one.

That's what I've heard in the past when these topics come up. If keyword search were working, I'd go find one :P
It might have been "way back in the day" when violet and dredd were the only mods.

Actually, when Game Mods were first put in, they could change nation names; as mentioned above, that caused major problems, so that option has been disabled.
Names can be changed, but I know it happening all of... once. It's a tremendous amount of work, and can only be done by an admin. So, for all intents and purposes, the answer is: No. We cannot, and will not change nation names. You'll have to make a new one.
