I have 15, but my older TG's disappear...is this because 15 telegrams is the max you can have?

Yes, 15 is the limit of telegrams you may hold at one time.
However, notices from the UN compliance ministry do not count as one of your fifteen telegrams. That is why nations in the UN sometimes have sixteen telegrams.

Telegram InBox Size Increased to 15
You wanted it, you needed it, UN Delegates of large regions pleaded for it, so okay: nations can now store 15 telegrams in their InBoxes, up from ten.
