Leader Titles
Well, I was thinking as a novelty feature that you could add a leader title option to the Settings. What do you think?

I'm not entirely sure what you mean - we do have titles available, for example "The Republic of NATION"
To have a custom one, you have to have a pop. of 500 million or more.
I mean as in the leader e.g. President or Sultan etc.
I'd like that....include a picture or something so warring nations can have paint their enemy's leader's picture with a bullseye on his head

Given that it's a legitimate German word (although "tour guide" is often translated in the same way, much to the merriment of students...) then I can see your point.
We do, however, have various rules designed to prevent would-be Reichs from going too far down that particular path.

Would-be Reichs? Not all Reichs are Nazi. Reich in German for empire or realm.
