Do you think that the initial setup of one's nation can prevent them from ever reaching certain levels? For instance, if you answered the initial questions such that your government is described as "anti-business" and "private enterprise is illegal" could that limit you to an economic rating no higher than than "Powerhouse"?

i thought not, the issues can change it.
I know numerous nations which are fiercly anti-capitalist, but have frightening economies.
I had a (fairly new) nation that, despite a month or so of trying, simply would not go past "Some" in both the PF and CL categories, so yes I do think that nations can be limited based on their starting answers (although it's more likely because of the system the game uses to calculate stats then an intentional thing).
