Tied endorsements for delegacy

I just noticed that currently when there's a tie for endorsements, and there isn't a delegate yet, the nation who LAST entered the region becomes delegate. Could this be changed to what it was intended: the FIRST ?

I noticed that too.
When I resigned form the UN, Cananda-Germany and La isla encantada both had 4 endorsements.
C-G was the fourth nation in the region, joining in early July, Lie was an endorsement swapper who joined in October. C-G has never left the region.
La isla encantada became delegate until Beauontia disendorsed them.
