Yes. Web browsers generally have these enabled by default, but some people prefer to turn them off. NationStates uses both JavaScript and Cookies extensively, and the site won't function properly without them.
In my experience, NationStates works better when I have JavaScript turned off (like now). What am I supposedly missing?

Cookies are necessary, you loose essentially nothing by not having JScript activated. The only things that I can think of are the nation creation survey and the flag selector in Settings.
