as discussed in the UN forum, many UN proposals are not international issues and should not be decided on an international level. They would much better be served as daily issues for a nation to decide. While it is difficult to police this since the UN proposal process is largely automated, I propose at least having a few sentences in the proposal screen strongly advising nations to think about whether the issue they are proposing should truly be decided by an international body and not on the more local level.
