Frozen Political Freedoms and Civil Rights

alright, no matter how many times I give more rights and freedoms, they wont go up. The only things going up are crime and taxes, why is this? I keep allowing my people to elect their own judges, but the political freedoms never go up. i have been stuck at superb ever since i got them up to there, WHY?

It takes a long time for the stats to change once you have an older nation (which you do). The new nations bounce between UN categories and Civil Rights/Economy/Political Freedoms ratings very easily, as the issues have large effects on their nations. The issues have much less effect on older nations, and your rankings are a cumulative effect of choices made since you started, so a new issue choice added to the pool doesn't make much of a difference.

My civil/political rights are basically stuck at "very good."

I too was hoping on getting everything as high as possible, but I've also been having a very tough time in doing so.

My taxes are stuck at 100%...which I think is a worse problem.

You have to really cherry pick the issue options to increase CR/PF. Many of the options that appear to increase them just increase taxes and crime, as you've seen and in some cases, actually decrease them or have other weird effects. The ones that have been working for me when I'm working only on CR and PF are:

Should Democracy be Compulsory, Opt. 1 increases PF

Corporations Demand Political Say, Option 1: however, this makes your government corrupt.

Nazi Sympathizers Plan Rally, Opt. 2 increases CR/PF

Cloning Research Promises New Breakthrough, Opt. 1 increases CR

Cash for Colons, Opt. 1 increases CR

Diving for Currency, Opt. 2, increases PF

Is It Art or Is It Porn, Opt. 1 increases CR

I dismiss all the rest because the effects are mixed.

The only one I know of that seems to lower taxes without ramifications is to deny poets funding. That makes taxes drop by about 8-9%.

Another one is "Budget Time; Accounts excited" or something like that. Option 4 drops taxes.
