I really cant imagine this problem not being unique. My nation is small compared to most, and yet i have recently been asked the same issues twice and even three times. I cant imagine the larger nations repeatly answering the same issues. So im thinking its just an error.

Hopefully i am correct. If it is? what can i do?

It's not an error - it happens to all of us.

There is a limited number of issues, and they are chosen (almost) randomly. Thus you will get repeats from time to time.
