I need to know how to completely delete a country and start a new one from the begining.

You can't. Just don't log into your nation for 28 days, and it will expire from inactivity.
And don't flame to get it deleted either. That will put you in the bad books.

I am stumped. I can't see how I can do anything with my nation save decide issues and post in the forum.
How do I lower taxes? How do I deal with the unwanted consequences of not having dealt with an issue (just dismissed it)? How do I decrease the size of my government? How do I do ANYTHING?

You've found all of it except the UN. This is a very simple, very free game without a lot of user interaction required. Even so, careful selection of issues and UN membership can resolve a number of your questions. There are sticky-ed tips in every forum - read and learn.
If you want to get into more realism, check out the NS II forum and see what's coming out in a pay-for-play environment. Or you could visit the NationStates and International Incidents forums and see how people make their gameplay exciting through roleplay. Your only limit is your imagination.

How do I deal with the unwanted consequences of not having dealt with an issue (just dismissed it)? Keep playing the game. Most of the issues recycle.
How do I do ANYTHING? Read the stickies at the top of each forum, read the FAQ section of the sidebar, keep reading the threads in the Nuts and Bolts section.
