Ok, this game is about a thing called "Nation simulation". Jennifer Government: NationStates is a nation simulation game. You create your own country, fashioned after your own ideals, and care for its people. Either that or you deliberately torture them. It's really up to you.
Read the FAQ here (http://www.nationstates.net/pages/faq.html) to learn about the game.
The forums are where you can role play like you're a national leader. Buy stuff, trade, go to war...etc. General forum is a place to talk about real life stuff that has nothing to do with NationStates.
Read the topics with the little http://www.nationstates.net/forum/templates/subSilver/images/folder_sticky.gif. That will help you out.
