6 out of the last 8 of my issues have been repeats of ones I've had before. Should this happen???
Yep. There's only a limited number of issues so they'll repeat every now and then.
Hang around for a while and you'll start getting the brand new issues.

If you dismiss issues then they come up again later or some issues have options which may cause them to come up again. Other than that, Myrth is right in that we have a limited amount of issues.

Being playing for more than a year. Except for the brief influx of new issues not that long ago, dealing with issues was simply a case of looking at a couple of words, clicking the right option, hitting back, doing the same with the next issue.
The process takes about 25 seconds to deal with 5 issues, needs doing every 2 1/2 days and works wonders.
The only problem with my system was one of the issues that kept coming up, the Harry Potter one, I was picking the wrong one which killed my civil rights a bit. Otherwise, it's been smooth sailing all the way to 'frightening' economy and 'supurb' political rights since about march last year.
I've got no idea why I still bother to be honest. I felt a spark of hope when the new issues popped up... but that spark has died :(
