I have been doing a little pondering on the issue of deletions, having had my primary nation deleted, imo unfairly in the past, though that's not what I want to discuss.
It is frequently an area of dispute and annoyance when people don't feel they deserved to be deleted, and sometimes it even appears that they really didn't earn such a punishment, mods are indeed fallible.
So why not have temporary account suspensions? Say if someone has committed a number of small, individually insignificant offences, or is just pissing people off, rather than being deleted, they could be suspended for 10 days, for example.
This is a dumb idea.

Or they could just follow the rules.
Just a suggestion.

It could be like a driver's license.
Accumulate so many points per infraction.
Reach a certain number and get a (temporary) suspension.
Repeat the offenses and get your license revoked.
You could do that, but who is going to keep records?
Do you excpet the moderators to keep tabs on 107,000 people?

No, because they have R.L
Rep can issue a temporary forum ban if she so wishes.

Please correct me if I'm wrong, but if one was serious about a point-system, one could easily build it into the game. Simply write in the scripts that allow a Mod to look at a nation. Give the mods a little dialog box that allows them to add so and so many points to a nation. Then, whenever any mod looks at that nation, they can see how many points there are. Then, one can either a. codify all violations to give them point values or b. keep to mod discretion. One can also create an easily searchable databse that could say, allow you to search all the nations to see who has the most points. One could also link nations' points in the database so that the points of a nation's puppets are put onto the puppetmaster.
Or, one could let [violet] focus on getting the forum working faster and focusing on the more important things here.
It's not really that hard to just post a thread here inquiring about a deletion.
The mods don't want a whole load of beaurocracy.
The system really isn't that hard to master. You get a warning... then if the mods are in a good mood you'll get a second warning, and then you get deleted. Depending on the severity, they might just delete you.

As this would probably involve code chages, iMove  "Technical".
