To create a region:
You're in a region right now. At the top underneath the spot where you see who the delegate and/or founder is, there's a thing that goes something like:
"Tired of life in _____? Move to a new region today!"
Click on that option. The screen it takes you two will have two options; to create a new region is the top option. Click that and you'll have to come up with a name and its world factbook entry immediately.
After you do those two things your new region will be created and you'll be moved there.
