Is this the forum in which to make humble suggestions for changes in game mechanics?

If not, please redirect me.

Proposals in the UN have become stale lately; most of the interesting ideas have already been adopted. We are left with pointless rehashing of gay marriage, abortion and God.

If resolutions could be reopened for debate and possible repeal it would liven things up. The UN might even rid itself of some cumbersome dead weight that should not have been clogging its bureaucratic arteries in the first place.

There could be a requirement that some threshold limit of interest in such action be demonstrated. Then debate would ensue, followed by vote (2/3 perhaps?)

I'm well aware that this is not now permitted. I'm suggesting that perhaps the time has come to change that fact, and I'm asking how to go about doing so.
