A simple question, a simple answer:
You can't. It's determined by the question you answer at the beggining, and there is no issue that undoes it (AFAIK, I've heard that the "Economic Colapse Looms" issue you get when you are, basically, without an economy re-legalizes it, but I've never tried).

Well the opposite way you illegalized it. You just vote for economical stuff and it will soon say that you are trying to revitalize a gutted private sector.
