Tragically, ennui has taken the other nations of W00topia. Is there a process where one could take up the founder/administrator role for a region after its creator has ceased to play? Is evacuation and apocalypse the only alternative?

Yes. All you can do is empty the region, and re-found it after the next update (updates come at 9 AM and 9 PM GMT and run from two to four hours).
