Death Penalty Democracy

I have outlawed Elections ("Elections have been outlawed.") and it says this as an issue:

"This is a democracy, remember?" rhetorically questions Professor Max Falopian of the University of Greater Morphie. "That means that if the people want something, the people get it. I hate to say it, but in the name of political freedom, we need to accept that our country will have the death penalty."

Isn't that not possible? I want people to die if they oppose me, but it isn't the peoples' choice, it is mine.

All sorts of contradictions in the decsriptions of the nations can come up because of how the game is made (most common/complained about being anarchies with "large/omnipresent governments"). I'll grant you that this is the first I've heard of in an issue, but it's the same kind of thing (look at the tech faq question on this for a better explanation .. or at least I think it is)
