I've seen lists of civil rights, economic types and personal freedoms (15 to each) but I'm wondering if there's a similar list of crime rankings? The ones I've seen so far are:

Pervasive
Serious problem
Major problem
Problem
Moderate
Well under control
Relatively low
Unheard of
Totally unknown

Are there any others that come up in the game? Have I listed the ones above in the right order?

"crippling"

I believe this is the higest rank, as I have not only never so much as thought of building a government building (let alone a jail) with that nation, but I sometimes actively encourage crime ... plus it sounds reaaalllly bad.

I believe serious and major problem are reversed - I went back and forth between problem and serious problem several times without ever getting major.
