The way the crime rate works is totally bass-ackwards...

First of all, when you get tons of police, you get tons of crime. People get pissed off at the oppression and revolt. More police has never, and will never eliminate crime.

Second of all, crime is closely tied to economics. When an economy is thriving, crime rates are very low, when a nation has a poor economy, the crime rate explodes. This is the exact opposite from what I've seen through the majority of the nation descriptions.

Actually, you can get rid of crime by building an insane police force or by education, social programs, and what have you. My nation is a good example of one that has done this (and my economy is decent, too).

No, you see an increase in crime due to a lack of the basic needs of the people being filled, and no way to smash it down. Thus a Left-wing Utopia say, will do far more about treating its worst of citizens than a Capitalist Paradise, Corporate Police State or Psychotic dictatorship, however the police state and dictatorship will likely have a police force strong enough to keep crime down.
