In the automated region data feed (http://www.nationstates.net/cgi-bin/regiondata.cgi) thing, it gives a list of all nations inside a region. I notice that nations arriving to the region appear at the end of the list. Does this mean that the xml data feed page shows an accurate listing of the seniority of nations inside a region? If not, then what kind of order do nations show up on in that list?

The order is indeed the order of Last Entry. Keep in mind that if a 'senior' nation jumps out/back in to a region even for a moment, its name enters at the back of the list again, so it's not a foolproof way to determine nativity, influence or how 'well-known' one is in a region, etc...
