I've been playing nationstates for a few months. For the past month, no matter how I respond to the issues, my settings have stayed exactly the same.

I know it's happened to some other people in my region too. What's up with this?

It is very possible that your selections have just kept you in this catagory. Is your population continuing to increase and are you continuing to receive new issues?

Yes, my population is increasing, the way I respond to issues is being logged on my nation's page and I'm getting new issues. It seems to be just the settings I mentioned that are stuck.

I'm sure it's not just my responses that keep them like that. I became a lot more capitalistic for ages to try to improve my economy and nothing changed. I've played the game for a while and my settings always fluctuated before. Also, other people in my region have noticed this...

Any idea what to do?

I honestly believe that your choices are maintaining your current status. If you want to test, try selecting the opposite of what you normally would for a bit, and see if anything changes.
