Yes, you can. The only thing you can't have is more than one nation in the UN.

Yes, as long as only one is in the UN.
For instance, I have 18.
Out of curiosity, is there any purpose for puppets, if not for RP?

Using puppets to help you out in war, or RP, is frowned upon. I use them to live in different regions and RP in their own little worlds. I also only have 2, and one main nation.
If you do gameplay stuff (think invading and defending) then there are plenty of uses for puppets. Spies for example.

Paws extended in Friendship,
A good example of what not to do with puppet is the Region: the_hidden_region, where some guy has about 100 puppets hanging out for no particular reason.
Zzzzzzzzzzzzzzzzzzzzzzzzzzzzzz is another Region of around 100 occupants, with almost all run by one player. Now that’s a bit wacky. There’s no problem running a few different states, but at some point there should be help provided.

Pretty much all my puppets are themed (based on fictional worlds) so I try to play those so their description matches (as accurately as possible) the fictional worlds concerned.
I've got a couple of puppets in other regions waiting to see if the existing region owners give up (so I can nab the region - see Qaaolchoura's Region Hawking thread (http://www.nationstates.net/forum/viewtopic.php?t=109525)).
And there's the whole invasion thing, but I think you need a group of people (all UN members) to do that.
