I don't get it. I have been pro-business ever since creating my nation. Is this a bug?

No, it's just with the way issues affect things you can end up with all kinds of screwy results, like with my nation...

The Neurotic Armies of Xaqon is a huge, economically powerful nation, notable for its strong anti-business politics. Its hard-nosed, hard-working, cynical population of 794 million are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

It is difficult to tell where the omnipresent, corrupt, pro-business government stops and the rest of society begins, but it concentrates mainly on Defence, although Law & Order and Commerce are on the agenda. Citizens pay a flat income tax of 26%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Uranium Mining.

I've really no way to rationalize this, so I basicly stoped worring about it and just accepted my Frighetening black-market economy. Besides, these are the Neurotic Armies of Xaqon, so it makes sense that they shouldn't.

If you start a nation with certain politics you're stuck with it sometimes, I think this is the case with the provate enterprise is illegal, that explains yours, the other I don't know.

Every choice you make determines how your nation will change. It's all up to your personal politics and your issue choices.

Yeah, that's what I thought. If it's not a bug, then it's something that could be improved.

The whole “private enterprise thing being illegal” is the result of choices you made in the initial questionnaire you filled in at the creation of your Nation State. The order of positive answers for creating a capitalist Nation are tricky, as they are all at one end and then one changes it all up, so if you are in a hurry you might well end up making private enterprise illegal by rushing through the questions. If you do this you are stuck with this result forever so it sorta sucks to be you if you weren’t after this result.

Constantly doing pro- business (not necessaily pro- gdp, though) issues, killing welfare etc. might give you free enterprising back, there is even an issue that asks for relegalising Free enterprising... takes time, though.
