Whats the police ratio determined by?

My puppets came up with some really strange results for the police ratio ranking today. My deliberately evil dictatorship was top, then my hyper liberal puppet. One has marijuana SA, criminals detered SD, the other has it SD, SA. Bottom of my puppets for the list was Spoffin The Liberal and my libertarian nation. My main nation, Spoffin, which usually hits 1st or 2nd on one of the two extremes in each category, came in the middle.

So, whats the police ratio determined by?

Wouldn't all of us like to know. . .

I think that it is a combination of military spending, and the tail wagging the dog with crime rates.

Like everything else, issue choices.

Some choices increase police presence, while some reduce it. My Capitalist Paradise ranks rather low, my Compulsory Consumerists and Iron Fist Socialists rank rather high.

Anarchies tend to rank low.

Nations ranked high on this list have large numbers of police or other law enforcement officials compared to the number to citizens.

This is one of the 'per capita' rankings, which means population figures in. Note that 7 or 8 of the top ten nations are over 2 billion in population. Actually, it's a pity that Distributed Thought has left. He would occationally map out the top and bottom 100 in the ranking, and then map them across UN Categories to see which was more likely to rank in a given poll.

i never spend money on police or military, and i was raked first in my region. while some other, rather military police states, were ranked much lower.
very strange indeed. maybe they count in the bureaucratic machinery to enhance all my laws which protect my nation from becoming a capitalist paradise.
