Out of curiosity, how exactly is weather determined? Is it based on the environment and other factors or is it just random.

Mostly it revolves around enviroment, however, generally larger nations get highest and Lowest on the charts. Why? I don't know.

I would guess the system that determines your position simply adds/ subtracts numbers for different ratings according to the way you answer issues, so, more issues answered = more points, so, logically, older nations have more points...
Of course, since i don´t know how the game works, i do not know if this is true, but it sounds logical, at least for me.

It's mentioned as a General Variable in received issues on this thread (http://www.nationstates.net/forum/viewtopic.php?t=52491) in the Got Issues? forum. So I'd say Der Angst's explanation is right.
