What reflects most recent government activity

When you look at most recent government activity for a nation, does it reflect only the last issue voted on, last time they spoke in message boards, forums, what.

I'm pretty sure it was last time you (or they) did anything to the nation (Change settings, update dossier, answer issues, log in...).

No. It is only the last time that you logged in on the game (even forum loggins has no effect).

I'm confused on one point.

In the FAQ it says if a nation hasn't been logged in in 28 days, it is deleted.
The activity of a nation is measured by log-in.
So how can a nation have been inactive for more than 28 days?

That nation is in "vacation mode" (which you can change in your settings page), and this lets them last for 60 days of inactivity.
