Lower the threshold for Resolution Consideration?

It seems to be that the number of approvals needed to have a UN resolution formally voted on by the full UN is much too high. I have a full time job and enjoy the nation states simulation. However, getting 130 some odd people to sign off on those resolutions can be a full time job in itsself. Half that number seems to be more in the realm of reality and good sense. There should be more resolutions for approval than needed at anyone time, as you can see there are none up for consideration now! Thoughts?
