It may only be done (by the mods, who have this power) in extreme circumstances.

The mods only appoint founders in extreme cases, and with absolute proof that the nation founded it.
This comes from several of the most respected Game Mods on NS. I see somebody appealing it almost weekly, only to get the same response.
You can try it again of course, but I'm not sure that the mods will be too happy.

I'm curious. Is there a record of which nation created the regions before Founders was added to the game. I suspect that the answer is no, and in the case of the nation dying (one way or the other) does the player that owned that nation retain that distinction? I doubt that as well.
There is no record. If a nation dies and is founder, it remains founder, and its powers can be accessed through reviving the nation only
