Is the "corrupt" factor of a government affected by issues, Political Freedoms or both? I mean... my PF are "Superb" right now. If I let corporations sponsor parties, they'll probably jump to "World Benchmark", but I'll also gain the "corrupt" tag. But if I just keep slowly building up my freedoms with... er... I'm not sure which issues raise it. Free speech ones, I assume... then will I become corrupt when I hit World Benchmark anyway? If I ever do.

(also... has anyone else found that, for the death penalty issue, the "this is a democracy" issue that allows death penalty, LOWERS PF and RAISES Civil Rights, rather than the other way around?)

In my experience (though I am by no means certain) the corruption ranking is determined by your choices on issues, such as the torture issue, the affair cover-up, etc.

If you ban it, PF drops and <unknown action>

Well, I'm sure there are reasons for everything. This is a life simulation -- sometimes there are reasons for things, although they might not be all that obvious. Also, sometimes stuff happens, and ya gotta find a way to fix it or live with it :)
