Hello, I hope this is the right forum to post this question. I was wondering, if all of you guys and gals are receiving the same issues over and over. Also, I was wondering if it is possible to write up an issue. Thanks for answering my questions.

The Technical Forum is better for this.
There is a pool of (I think) close to 100 issues, from which you will receive whichever ones your nation is eligible for (characteristics come into this), at whichever rate you selected, at random.
When doing your issues, look for a link which gives you the opportunity to submit your own. If you click on it, you will find a form and a link to instructions on how to get started.
