To many UN proposals

I originally posted this to the UN and was told that this was a technical issue. I feel that seventeen pages of proposals is way to many.
Is there someway we can either make it harder to create a proposal or have a punishment for making a frivolous proposal?
Frivolous could be defined by a percentage of delegates who supported the proposal. It could range from any proposal that does not get enough support to be voted on by the general assembly down to 2 or 3 delegate support.

I suggested something a while to make it easier to go through the proposals back that got no responses. I'm not sure why. Maybe because it was late at night. Let me go see if I can dig it up.

I guess that it did get responses, I just failed to notice it. Must have been one of those days when as soon as I logged on my LAN crashed, so it was harder than normal to determine new posts.

Your suggestion is a good one but not what I proposing.
I think that proposals either need to be harder to make or that a punishment be issued for proposals that have no chance of being voted upon.

Or have a requirement that the proposals need substance and content as oppose to a one line declaration...
The number of resolutions isn't the problem in my view. However, the sheer number of regional UN reps to support those resolutions is where the problem lies. The number of 130 some approvals should be cut in half, at least.

I liked the old "Power of Deletion" idea where delegates could selection a "Reject This Proposal" option and if there were a lot more rejections than approvals, the proposal would be pulled.
