Suggested Changes to the way the UN and Regions work

Each region acts like the UN, and is able to create legislation effecting the members of the region.
->A member should be able to propose a peice of legislation once every two weeks, or similar time period.
->Voting lasts for a week
->The UN delegate (from regions with 3 or active more members) may choose one peice of passed regional legislation (3 or members must have voted for it) to be forwarded to the UN for proposal, this could happen when the region has UN proposal permissions, set every two weeks. (therefore every submission from all regions is not at the same time)
->Region votes for the UN delegate once a month.

Changes to the UN:
->Remove proposals
->Each region with 3 or more active members may submit a peice of passed regional legislation to the UN for voting on, at a given time. (legislation may be put to the UN before the allotted time period, however it will not appear until the alloted time)
->Regional Delegate and individual nation voting rights remain the same.
->UN delegates get the endorsement of all members in their region.

I'll start off by saying wrong forum, this should be in technical, this forum is Got Issues not Got an Issue

Secondly, Large regions would have loads of power and small regions none,

Thirdly, The U.N delegate would always be delegate in a region so if he was inactive the natives would have to wai for the end of the month to vote that was created before founders, this would leave them at the mercy of region-crashers

Fourthly, Voting to much of it what happens if there is a tie? And who is going to be in charge of making sure the delegate just doesn't use puppets or threaten people and finally it's to complicated

Number of Endorsements. If you have more endorsements, you have more votes. Thus larger regions (With more UN members) have more power then smaller regions with few UN members.

An extended analysis follows:

Each region acts like the UN, and is able to create legislation effecting the members of the region.
This in itself makes sense, particularly when you take into account the "regions as alliances rather than geographical constructs" argument. However, speaking as a player in a reasonably large region, there are some people who (for whatever reason) have puppet states which do not want to be altered by legislative fiat and this would obviously cause a problem in that regard.

This is the section referred to as giving larger regions more power and the smaller regions no voice at all. Further, there are issues connected with the definition of an "active member". If I have my main account and a puppet which I use on a regular basis as well, am I representing 2 active nations? If I really felt like it, I could use this system to represent 20 active nations.
Then there is also the "time variable" of activity. If a nation dies through inactivity after 30-odd days, do we say that they are inactive at that 30-day point? If not, at what point do they become inactive for these purposes?

I don't really see why this is a particularly relevant thing. Many regions have a set term for their delegates anyway, but under this plan it seems that the delegate has no real purpose anyway - so why bother voting?

Remove proposals
These are mutually exclusive statements. The advantage of being a UN delegate (beyond the ability to eject nations where that option is enabled) is that the delegate can approve proposals. Without proposals, there is no need for a delegate to exist in the context of the UN.

Additionally, this looks like it would require a reasonably large-scale overhaul of the way the game runs. I'll move it to Tech, but don't expect it to be implemented in any way in the foreseeable future.
