Stopping region-spam

Europe is constantly being bombarded by region whores... who serve no other purpose but to annoy.
It's impossible for the Founder to ban them because they only remain in the region for a few seconds and they need to be in the region to be banned.
I propose that Founders (and Founders only) be able to ban nations when they are not in the region... This way, by scouting other regional message boards, the region whores can be banned before they post their dirty spam.

Either that, or go back to my proposed idea that nations can only move regions twice every 3 minutes or something - this way it would put a lot of them off.

Feedback?

[EDIT]
I say Founders-only because certain dictator-delegates would ban would-be liberators before they even attempt to invade.

Maybe an option can be added where you can IP ban people from regions?

See, that creates alot of problems (the IP ban idea, not the other one). Alot of these people have decent, upstanding nations that are already established, and then they create a puppet, create a new region, and go around to recruit. Sometimes they get carried away with the advertisement thing. If you IP banned them, then their good nations wouldn't be able to get in either.

As for the idea as a whole (banning region-whores, as you so generously called them), it's a fine idea, but a little unnecessary. As I said before, many times they just get carried away. The advertising stops after a few days, either once their region has enough people or they just give up. So you would be needlessly banning them. I know nations can be unbanned, but how many of us remember that? Unless they asked "Can you unban me?" They'd probably stay on the list forever...

i like the idea but it would make invading extremely hard because you could just ban them when they are sitting at home, nice and snug. But you could make it so you could only ban someone if they had been in your region,
