The UN section states:
Proposals are suggestions for resolutions. Any UN member nation may make a proposal, which, if it gains the necessary support, will become a resolution.
However after drafting a detailed proposal and submitting, we were told that two endorsements were required to submit a proposal. Apart from this being an unfair restriction to a United Nations member in good standing, this goes against the given documentation that one can indeed submit such a proposal regardless of endorsements, just for being a UN member.
