Which at the start will say "Devotes most Attentions to Defense"?

You mean the national spotlight? Answer issues pro-military to the exclusion of all else and eventually your defense spending will be high enough to get into the national spotlight as a major spending area. If it by far in the lead, it will eventually get to the point of saying "Devotes almost all attention to [majorSpending], with areas like [noSpending1] and [noSpending2] recieving almost no funding by comparison

I kinda thought you might have meant that. Try this (not sure if it will work but it seems like it might):

Starting Category: Psycotic, Evil, and Oppressive all sound prommising.

5: A lot of what's wrong with youth today could be fixed by a year's military service.

Well, none of the other questions are really related to military. You might try the "Deter Criminals not rehabilitate them" one on SA. As for economy, S. Disagree on "Capitalism is on the way out" and "Corporations do more harm then good." They may boost other priorities, though.

I found that if you stringly disagree to every issue except the MArijuanna one(which you must strongly agree to)you will come out with all of your stats high.Such as:Superb civ rights good economy and excelent pol freedoms.

The Psychotic categories are Opressive (almost centrist), Corrupt, and Evil (Outlawed, Imploded, Outlawed).

"Psychotic", in and of itself is absolute centrist as far as the visible ctegories go.

Of course, militarism works in any government type.

Judging by these two quotes, I can infer that the aforementioned quote appears in the answers to recent issues section (as the later quote contains that if a nation has never answered issues).

The issue that that would go under then would be "Budget Time: Accountants Excited" You choose the option to devote your attention to the military.

Short answer: You can't get that from the start of your nation.
