Bug?

Petsburg

The Tripedom of Petsburg is a huge, environmentally stunning nation, notable for its punitive income tax rates. Its compassionate, hard-working population of 684 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Equality, the Environment, and Education. The average income tax rate is 100%.

correct me if im worng, but could this be a bug?

Depending on how you answer some issues depends on what you get. Sometimes people get really contradictory things. Like they will protect their national animal, and yet the next sentence says that the national animal is the favorite main course!

So it all has to do with how you decide with issues.

P-u·ni·tive (pyn-tv)
adj.

Inflicting or aiming to inflict punishment; punishing.

It's not a contradiction.

I always thought it meant small, since I've seen some nations with a low income tax rate, and it still says "A punitive income tax rate". :?

I think punitive refers to anything over 60%

you're confusing puny and punitive :) "puny" does mean small (or more accurately weak.) :)

Nations with low tax rates having the description "blablabla punitive tax rates blablabla", on the other hand, are victims of the random nature of these descriptions.
