What should be done if I get a repeating issue? Should it be dismissed or given the same answer, if I want to keep the issue as it is?

Well, from my experience, getting an repeating issue can be an blessing. By getting that issue again, you can choose for what you did the first time around. (i.e. If you get an issue to on supreme court nominations, choosing to allow the people vote will improve your political rights twice. In other words, you can have an very good political rights rating, but allowing people to choose canidates twice will push up the rating to superb.) Likewise, by voting contrary to what you chose previously, you undo what was dine before, although some funny things can be seen from doing that. i.e.:
...euthinasia is legal, euthinasia is illegal...
Dismissing the issue will leave things the way they are. No harm done, no good done.
