This could have been asked before, so I'm sorry if you're hearing this for the 50 millionth time or whatever, but...

Most of the UN proposals we see now are human rights/civil rights ones. There's an option for how strong you wish the proposal to be, but I'm guessing that the text - however interesting - is in terms of the game pretty irrelevant.

Well, considering how many of these resolutions are getting passed, it would seem to mean one of three things.

1. Resolutions, though they get a telegram and look nice, do absolutely nothing.

2. The 3 strengths are minus, no change and positive. So the effects of the UN's resolutions can go down.

3. All civil rights proposals (very few of which fail to get passed), add up and genuinely improve the civil rights in the country. Thus it is only a matter of time before every UN member is a 'Civil Rights Lovefest'.

What's going on with that?

UN resolutions do affect the nations of members, according to the category.
You have to remember that these categories are also altered by the way the member nation answers issues. So unless they answer all their issues to give more civil rights, then they won't necessarily all have super-high civil rights.

The strengths of the issue are as described; mild, strong and significant. Certain proposal categories (e.g. Gun Controls have a relax or tighten option). If you want to do the opposite of increase civil rights, then there is the moral decency (or something like that) category which will decrease them.
