Why do I keep getting the same issues over and over again? Thanks for your help.

There were only 39 different issues, and each nation only qualified for a few of them. [violet] made an interface which allows game mods to edit player-submitted issues, but, new players still only get the first 30 (not the nine old player-submittd issues even) for their first couple of weeks.
So eventually I will get other issues. Right?
