Such things were never implemented into NationStates... and never will be.

The most common way to have war, as referenced by both Myrth and Guanyu, is to Role Play it. As advised, if this is the route you go, do check out the stickies on how to do this without making a mess of yourself.
There is an in-game way to have war as well, and this is what at least Myrth should have mentioned to give you a full response. Invasions or Region Crashing is a method of warring in which you enter a region, with the help of friends you outnumber the native delegate in terms of overall votes. Once you accomplish this, you can change the regional fact book. It is really rather difficult, and I suggest you read FAQ and stickies if you decide to do this. Some things you will need to keep in mind if you decide to do this:
A) You can not kick out all of the natives. You may kick out a small number for strategic purposes, but be very careful if you do this—you will be under strict scrutiny.
B) If you put a new password on the region, ALL natives must have the ability to come back in, meaning all natives must have the new password if they request it. This also means that if you kick a native out, you must give them the password. AND, you must be sure that no native is on the Ban List.
C) Legal invasions are difficult, ask if you have more questions.
Now, chances are you did just mean how to role-play war, so the answer given was not so much wrong in itself as it was wrong it what it did not include. Important you understand the game options when you ask for it.
