is there a way to find out if a founder has barred delegate access to the regional settings when you are neither of the two?
Ask the delegate or the founder. :roll:

if the founder is about to be deleted and delegate is somewhat suspicious
Look at the url http://www.nationstates.net/cgi-bin/index.cgi/page=display_nation/page=region_control/region=[whatever-region-you-want] ... you can't change anything, but you can see if delegate access is checked.
EDIT: Also, if the founder is not present in the region (ie they are dead or in another region), then the delegate will always have access to the regional control.
