Can legislation be changed after it's been passed? Does the topic come up again? How long does it take? What if a UN member makes a decision without knowing it conflicted with UN legislation?

If you're talking about UN resolutions: No, No, Never, and Issue/Resolution Conflict isn't blocked.
If you're talking about issues: When it comes up again, For most issues, Depends, and Issue/Resolution Conflict isn't blocked.
