Reverse population

Lately its appeared that my nation's population is going in reverse, while puppets of mine (which are younger than this nation) have surpassed its population. Earlier today this nation's population was at 1.004 billion, but now its at 1.001 billion, while my puppet's (Wishik) is at 1.012 billion and its younger than UV. Do different types of nations grow at different rates or is something wrong?

Nations grow at different rates, but they don't decrease. If what you're reporting is correct, then this is a bug...

...except I've just looked at your nation, and I see that it isn't. Your population is 1.01 billion, not 1.001. And, as Hack so eloquently put it last time someone reported a population 'decrease' like this:

1.01 > 1.004

The fact that a younger nation is bigger is likely due simply to varying growth rates

and i believe that the varying growth rates can depend upon issues, for example, if you have compulsory organ donation, it could make you nation grow at a different rate, and there are many others

Issues have absolutely no reflection on growth rates, be it how you answer them, how many you receive, or any other aspect of them.
