There is a limited number of issues, and these are chosen at random when the game updates.
They'll tend to repeat. New issues are now being rleleased on a regular basis, so they won't repeat as much as they used to.

We only have so many issues. You will get the same ones a few times.
You could always help out by submitting new issues! :wink:

78. Some you only get if it applies to your nation. Like you won't get a legalize drug issue if drugs are already legal.
