this means that the founder of the region locked the regional delegate from editing anything... you can't do anything unless the founder takes away the lock...
You can still approve UN proposals and represent your region on UN matters however.

you cannot update the world factbook and can't kick people out (this is highly discouraged anyways...)

LOL, It means the Founder of your Region was smart...like me...and does not allow UN Delegates to access Regional Controls. This is the BEST way to make your Region impervious to Region-crashing jerkwads. It's probably nothing personal against you...it is just that, when only FOUNDER can access Region Controls, then the Region-crashing jerkwads have to go elsewhere to get their jollies.
With this set-up in place, the best these rotten terrorists can do is gain control of the UN Delegacy...but they will have no power to kick anyone out of the Region. And as soon as the Founder realizes they have wrested control of the UN Delegacy against the will of the actual residents of the Region, all involved can be booted and banned...just like they deserve!
Rotten terrorists!
P.S. By the way, we are ever-thankful to the former nation of The Sultinate of Super Spy, who taught us how to defend ourselves against jerkwads like that. Rest In Peace, Deep Throat, and know that your contributions to the game were enormous!!
Anyone but me ever notice that it is always the right-wing nuts who engage in this type of behavior against the more reasonable and nice Liberals?
I HATE conservo-creeps!!!

Tough.
Any groups of terrorists come into MY Region, and displace our rightfully elected UN Delegate are ALL gonna be booted into next week!
Not only the Replacement Delegate...but all who endorsed him will get booted. that is our response to terrorists in Area 51. That is how we deal with filth in our midst!

you'll be accused of griefing and could be deleted...
Invading other regions is not exactly illegal if you check the NS FAQs

Wrong. founders hav e the right to do as they please in the Regions they have Founded. That was the whole point of having Founders. so that people like me, who wanted to be left alone to enjoy the Region they created, could do so.
Founders are free to do as they please, and will not be deleted for booting large numbers of nations from their Region...especially when the booted nations are nations that were involved in Region-crashing and greifing, and being posterior pains.
Tough.
You will not take from me what I worked so hard to achieve in Area 51. Terrorists are filth, and this is how we deal with filth in our midst. And we have a Game Mod right in our Region who will back me up one-hundred percent. So there!
