That thought occured to me too, but then I imagined some people would put 95000 nations in that list just to try to ensure they only get TMs from pre-approved nations. Perhaps in combination with a maximum number of entries? (note that right now, one has to be TMd first in order to ban, circumventing the problem of a TM banlist getting insanely large)

I'm not sure about this. Any nation should be able to telegram you, that's how it is in RL nations. If a nation is telegramming you spam or flame, then you have the mods to take care of it. Of course you still have to worry about region invites.
But the telegram system is like mail. Usually it's worth something, but other times it's utter crap. It's part of the game.
And, as Ballotonia pointed out, the ban list would grow insanly large as a player tries to add only pre-apporved nations to the recive list and ban all others.

1) I don't know what's happening here.
2) I considered doing it this way, but felt it better/more appropriate if you were only able to ban someone after being sent a TG from them. Unless you've received a TG, you have no real reason to ban them, and if they don't send you one in the future, you're still fine. We'll have to see how it works out.

On the right hand frame it gives you a link to your nation homepage, your issue page, your settings page and the option to log out. Somewhere in that frame could their be a link to the telegrams page please?

You know, you can just bookmark the page http://www.nationstates.net/cgi-bin/index.cgi/index.cgi/target=telegrams . No work required on the mods part and it works just fine for me :)

Ok, I worded this poorly. Yes, I know what the suggestion is:
1) I don't know what is being done here.
