If you are a founder of a nation but leave and come back, will you no longer be the founder?

No; that is; you still will be the founder and have full access to regional control etc.

I don't understand.
Example!
Lets say you found the region "Really Cool Region" and it grows to be a large region and all is good ... for a time (at least the region .. who cares about the rest of the world, though?). But then an evil and corrupt delegate comes to power, and he expels you from the region and blocks your entry with a password. Well, obviously you end up in the Rejected Realms. However, you can still access the regional control panel even though you are in the Rejected Realms the of your region and thereby smite the evil delegate, remove the password, and return to your region in glory, and all will be good again.
Basically, the delegate is the electcd leader of the region and the founder is its god.
